What a chalky, cracked facade asks of the quote

Start with the wall, because its condition decides which quote lines matter. Run a fingertip across a sun-facing elevation. White or tinted powder on your skin is chalk: after enough Dubai summers, UV has broken down the paint's binder and left loose pigment on the surface. ASTM D4214, the standard method for rating chalking, uses the same fingertip and tape-strip checks.

New paint over chalk is bonded to dust. A chalky facade needs washing and then a sealer or primer that binds what remains, and both belong on the quote as separate lines.

Next, check the old paint still holds. The field test in ASTM D3359 is a small X cut through the paint, tape pressed over it and pulled off sharply. Paint that lifts with the tape has to be scraped back first, which is labour a lump-sum quote may leave out. Test at ground level only, behind a planter or by the side gate. The upper storey is for a crew with proper access.

The lines a repaint quote should carry

Each line gives what a complete quote states, the wording that hides a gap, and a question to paste into a message. Send every contractor the same questions and the answers line up, however the quotes were laid out.

Washing, salt and anything growing

A complete quote has the whole facade pressure-washed to take off chalk and the dust summer shamal winds pack into every ledge. Shaded walls with green or black growth get a fungicidal wash and rinse, as data sheets such as Asian Paints' Ultima Protek require. White salt bloom on the render is brushed off dry.

Then the wall has to dry. Jazeera Paints' exterior data sheets cap surface moisture at 8% before painting, so washing in the morning and priming after lunch works against the data sheet.

Ask: "Does your price include pressure-washing every elevation, an algae wash on the shaded walls and scraping of loose paint? How long will the walls dry before the first coat?"

Cracks, and the joints that move

Fine cracks in the middle of a render panel can be filled, or bridged by an elastic coating applied thick enough to span them. Cracks around window frames, and where blockwork meets a concrete column, open and close with the day's heat, and rigid filler there tends to crack again. Those joints want a flexible sealant, and the tired sealant around the frames should be cut out and renewed.

A crack wider than a bank card's edge, or one running diagonally from a window corner, needs assessing before anyone fills it; reading what a wall crack means covers the signs.

Ask: "How will you treat hairline cracks in the render, cracks at window and door frames, and anything wider than a bank card's edge? Which product for each, and is it in the price or charged per metre?"

Sealer or primer, by name

Paint makers specify a system. One primer coat and two topcoats is the pattern in the data sheets for Jazeera's Royal range and Asian Paints' Ultima Protek. The primer has to suit the wall you have: Jotun's UAE site describes its Jotashield Alkali Resistant Primer as being for unpainted exteriors, a different brief from a chalky repaint. The topcoat's own data sheet names the undercoat it expects on old paint.

Ask: "Which primer or sealer will you apply, by product name, and does the topcoat's data sheet list it for chalky, previously painted walls?"

The topcoat: product, type and thickness

"Two coats premium paint" leaves out the facts that decide how long a repaint lasts: the product, down to range and finish; the type of coating; and how thick it goes on.

Most villa repaints use an acrylic exterior emulsion, and its data sheets put each coat at about 40 microns dry. An elastomeric coating is another material: Jazeera's Maxim Tex is specified at 500 microns a coat, and that thickness is what lets it stretch over hairline cracks. Terraco's Flexishield data sheet shows the arithmetic: at the stated consumption, the film bridges a crack of about 0.58 mm. Over-thin it or skip the second coat and the crack-bridging you paid extra for is gone.

Anti-carbonation claims, common on premium exterior paints, matter most on exposed concrete columns, beams and slab edges, where they slow the carbon dioxide that eventually lets the steel inside rust.

Ask: "Please name the exact product and finish, the number of coats, and the dry film thickness or coverage per coat from its data sheet. If it is elastomeric, what crack width does that coverage bridge? Will sealed tins be delivered to site?"

Reaching the upper walls and the parapet

Ladders reach the ground floor. The upper walls of a two-storey villa need a mobile tower or fixed scaffold so the crew can wash, fill and paint at arm's length. The quote should name which, who supplies it and how long it stands.

Access also marks where the paint scope stops. The parapet's outer face is paint work. Its top and inner face often tie into the roof's waterproofing, and facade paint over a cracked capping will not keep water out; choosing a flat roof repair covers that side of the line.

Ask: "How will you reach the upper walls and parapets, who supplies the equipment, and for how many days? Do you paint the top and inner face of the parapet, or stop at the outer face?"

Which surfaces are in, and which are out

A quote priced per villa leaves you guessing which surfaces count. A full one lists main walls, soffits and window reveals, parapets, boundary wall, pergola, gates and railings.

Check the boundary wall first. Emaar Community Management treats the community-facing side of a villa boundary wall as common area it maintains, so in its communities the outer face may not be yours to paint. Other developers draw the line elsewhere.

Metal is a separate job. Exterior wall paints are specified for concrete, cement and brick, while steel gates and railings need rust removed and a metal primer under a topcoat made for steel.

Ask: "Please list every surface in the price, including which faces of the boundary wall. For gates and railings, which primer and topcoat?"

Protection, clean-up and wash water

The quote should say how glass and frames are masked, how AC outdoor units are covered during spraying and uncovered before they run, and how the pool, planting and paving are protected. Wash water carrying chalk and algae cleaner belongs in a drain, away from the pool and lawn.

Ask: "How will you protect glass, frames, AC units, the pool and the planting? Where do wash water and debris go, and who pays to clean overspray off anything outside the scope, including a neighbour's car?"

Dates, working hours and weather stops

Data sheets set the weather a coat can go on in. Jotun's Jotashield sheet wants the wall at least 3°C above the dew point; Asian Paints asks the same and rules out painting above 85% humidity, and Jazeera stops at 70%. Dubai's average October night still cools to within about 3°C of the month's average dew point, so a wall can carry dew at dawn on a day that is hot by noon.

Heat is the other limit. The Jotashield data sheet gives no drying times for a wall above 40°C, and a west wall in afternoon sun can run well above air temperature. A crew planning around both paints the west elevation in the morning, the east one after lunch, and keeps the first coat off any wall still damp from the night.

Ask: "What are the start and finish dates, and at what time of day will you paint each elevation? What happens on a morning when the walls are wet with dew?"

Warranty, and who stands behind it

"10-year warranty" can mean two promises. A workmanship warranty is the contractor's undertaking to put right peeling and flaking caused by how the job was done. A paint maker's system warranty covers the product, under conditions the painter has to meet.

Asian Paints' published Ultima Protek warranty, written for the Indian market, shows how those conditions read: registration deadlines, coverage rates from the data sheet, and exclusions for improper surface preparation and for anything the painter got wrong. Jazeera's UAE data sheets limit the maker's liability to replacing the paint. So the prep sits under the contractor's own written warranty, or under nothing.

Hold a final payment back until the last coat is on, the site is cleared and both warranty documents are in your hands.

Ask: "Is the warranty yours or the paint maker's? Please send the document: its length, what it covers, what it excludes, and whether it has to be registered."

Approval from the master community, and when to apply

A Dubai villa community answers to its master developer or the developer's community-management company. Owners associations were abolished under Law No. 6 of 2019, which put jointly owned property under a RERA-regulated managing agent. For a villa repaint, the desk that matters is the developer's.

Keeping the same colour does not automatically exempt the work. Emaar Community Management's FAQs say an owner may repaint a villa's exterior walls with a NOC, to keep the community's colour scheme uniform. Meraas issues minor-modification NOCs within two to three working days, free of charge, and treats work done without one as a violation. Dubai Properties reviews facade changes and wants approvals in place before contractors start.

The rules differ by developer, so put these to your community before you book:

  • Does a same-colour exterior repaint need a NOC here, and does a colour change?
  • Is there an approved palette, and in what form do you want the colour reference?
  • What does the contractor need for gate access: work permit, trade licence, insurance?
  • Is there a refundable deposit, and what are the working hours?

The application goes in under the owner's account, through the community's portal or service desk; a contractor can prepare the paperwork, but the NOC is issued to you. Apply with the chosen contractor's documents and the colour reference attached, and fix the start date once the NOC is issued. The villa NOC application steps are the same as for other exterior work. A like-for-like repaint is maintenance, and Dubai's rules exempt basic maintenance from a building permit, so the NOC is normally the only approval.

Pick the colour from sample patches on a sunny wall and a shaded one, seen morning and late afternoon; paint usually reads lighter in full sun than on a fan deck.

If the villa is let, the NOC still goes in under your account as owner. The tenant needs the scaffold dates in writing and agreed access to the garden and roof.

Putting the answers side by side

Line the replies up against the nine lines above. The quote that names its primer, topcoat, coats, crack treatment, access and surfaces is the one you can hold the contractor to; gaps tend to come back on site as extra charges. Before signing, run a free DED licence check on the company.
