A legitimate handyman arrives as an employee of a business whose trade licence from Dubai's Department of Economy and Tourism carries the relevant activity: building maintenance, technical services, or a named trade such as plumbing or electrical fitting. That activity list is what defines the legal scope of the job, and it is a matter of public record rather than a claim on a van.

The second document belongs to the person. Under Article 6 of Federal Decree-Law No. 33 of 2021, the UAE Labour Law, it is illegal to work in the UAE without a valid work permit issued by the Ministry of Human Resources and Emiratisation. Independent tradespeople can hold a freelance work permit, which allows work without an employer sponsor. Someone taking cash outside their sponsor's licence holds neither.
