What 'Door to Door' Leaves Out When You Ship Household Goods From Dubai

A door-to-door quote can price the whole journey and still leave charges for an agent abroad to bill once your goods are in port. One sheet to send every mover before you compare prices, then how to read what comes back.

The reply sheet to send every mover first

The awkward bills arrive when you have least leverage: the mover in Dubai is largely paid, and someone abroad wants money before releasing a container you cannot reach. So the questions go out before any comparison.

Paste these eight lines into one email and ask each mover to mark every item Included, Estimated (and who bills it) or Excluded. A blank counts as Excluded. With nothing to compare yet, request international moving quotes and send the sheet with the request.

  1. Delivery. "Does your price include carrying everything into my new home, on which floor, and how far from the truck? If a full-size truck cannot reach the door, who pays for a shuttle?"
  2. Port charges. "Which destination charges are inside your price: terminal handling, port and document fees, warehouse handling, your agent's customs clearance? List anything billed to me directly and how it is calculated."
  3. Stops. "If customs or quarantine inspects, X-rays or holds the shipment, who pays for that and for the storage that follows? How many free days are there?"
  4. Duty relief. "Which relief will this shipment clear under, what must I file and by when, and has your destination agent reviewed my case?"
  5. Route and date. "From which port will it leave, by what route as of today? Is the transit time an estimate or a commitment? If a carrier adds a surcharge or reroutes after I book, who pays?"
  6. Volume. "What volume is this price based on? Who takes the final measure, and is it packed volume? What rate applies to any difference, is there a minimum charge, and will I see the final figure before the shipment leaves?"
  7. Cover. "Is this your liability limit or an insurance policy? Send the policy summary and name the insurer. Is it all-risks, on what value, with what excess? How does it treat owner-packed cartons, pairs and sets, delay and war risk on this route?"
  8. Custody and paperwork. "Who issues the bill of lading? Who is your destination agent, and when do you pay them? Who files the Dubai export paperwork, what do you need from me, and does any step need me in the country?"

Where "door to door" can stop short of the door

The phrase describes a route, and charges along it can still go elsewhere. One UK remover's FAQ calls all its estimates door to door, then adds that customs fees or duties are, in most cases, payable at the destination.

Published UK and US mover terms and sample destination quotes sort these charges into four groups:

  • Nearly always yours: duty, VAT and whatever else the destination government charges.
  • Depends on the mover: terminal handling, port and document fees, warehouse handling and the agent's clearance fee. Some movers itemise these, others leave them for the destination agent to bill.
  • Only if triggered: inspection, X-ray, fumigation and quarantine, then the storage and demurrage (the shipping line's charge for keeping its container past the free days) that build while the shipment waits.
  • At the address: a shuttle for a street the truck cannot enter, a long carry, a parking permit, stairs above a stated floor.

A usable reply names each charge. "Standard destination charges apply" names none: mark it Excluded and ask again.

Duty relief: the UK case, and the question for anywhere else

Used furniture does not clear free by default. HMRC's Transfer of Residence relief (guidance updated 12 November 2025) needs 12 consecutive months living outside the UK, six months' possession of the goods, and import within 12 months of your move. Until 12 months have passed since both your move and the import, you cannot lend, hire out, pledge or transfer them.

You file form ToR1 before the goods ship, and your removal company quotes the reference number on the import declaration. Without it you may be billed duties and administration charges. A late claim can recover the money, but you must pay before you can collect your belongings.

The form wants a list of your goods and proof of both addresses, so save a recent DEWA bill before you close the account: a utility bill from the last six months is accepted for the non-UK one.

India runs its own clock. Under the Baggage Rules 2026 a returning resident's household allowance rises with time spent abroad, and unaccompanied baggage may land up to two months before you do unless customs allows longer.

For any other country, ask the destination agent in writing: which relief applies to someone moving house, and must it be approved before the goods leave, before they land, or after I arrive?

Transit time, route and the three ways to ship

Treat every transit time as an estimate unless the contract attaches a remedy to it. As of November 2026 that matters more than usual: shipping through the Strait of Hormuz remains severely disrupted, far fewer ships reach Jebel Ali, and some lines now use the east-coast ports of Khor Fakkan and Fujairah. Maersk reports limited berths and long truck waits at Khor Fakkan.

A shipment may therefore cross the country by road before it meets a ship, and carriers raised emergency surcharges more than once in 2026. Line 5 asks for the port by name and who pays, which stays the right question if conditions have changed.

The mode decides how much of that you carry:

  • Groupage (shared container): forwarders put the practical ceiling at roughly 10 to 15 cubic metres. It sails when full, so the date is the least certain of the three. Your cartons pass through a depot and get handled more. You pay by volume.
  • Your own container: it sails on its own booking, so the date depends on the line alone. Once sealed, it is handled least. You pay for the whole box, filled or not, and per-container surcharges fall on you alone.
  • Air: the fastest, and it skips the ports. You pay on chargeable weight, the greater of actual weight and a volume-based weight, commonly 167 kg per cubic metre, so price it for essentials.

The volume figure after the truck has gone

A survey gives an estimate: "not a fixed price", in one UK remover's words, and open to revision once the actual volume is assessed on removal day. Furniture measured bare also ships wrapped.

Two quotes can also differ only because one assumes less. Ask both to price the same inventory, so the cubic metres match. How the survey itself should run is in the guide to choosing a mover.

The weak moment comes when your goods are in a warehouse and a higher figure lands. Line 6 fixes the measuring point and the rate before that happens.

Transit cover, and what each policy pays on

"Insured" can mean three things. Carrier liability is a cap per kilo or per package, whatever the piece cost. Total-loss cover pays only if the whole shipment is lost. All-risks cover pays for damage to individual items, within its exclusions.

The wordings below come from published UK and US removal policies, and a UAE mover's may differ. Read the summary you are sent against them:

  • Value: one summary settles at replacement cost at destination, another at current used value. Under-declaring can cut a claim, and unlisted items may not be covered.
  • Owner-packed cartons: several wordings exclude breakage inside boxes you packed, which is the case for letting the crew pack the fragile rooms.
  • Pairs and sets: the policy usually pays for the broken piece and leaves you with its partner, unless you buy an add-on.
  • Excess: a fixed sum per claim, or a percentage of the declared total.
  • Delay: the wordings reviewed exclude it, so a storage bill from a stuck shipment is yours.
  • War: some wordings list war clauses, and one UK removal policy excludes war outright. The standard Institute War Clauses (Cargo) attach only once goods are on an ocean vessel, so a truck to the east coast sits outside them. Gulf war cover was withdrawn in March 2026 and what came back varies by insurer, so ask what applies on your shipping date.
  • Insurer: look for a named insurer on the certificate. One summary pays out only once all the mover's charges are settled.

Claiming for damage after a move inside the UAE runs on separate rules: sea carriage falls under the Maritime Law (Federal Decree-Law 43 of 2023).

Who is actually holding your shipment

Up to four companies can touch it: the mover you pay, a freight forwarder, the shipping line and the destination agent. Start with the bill of lading, the document of carriage: one UAE maritime law firm calls a bill issued in a forwarder's own name the strongest sign that the forwarder is your carrier, though its conduct counts too.

When money stops, goods stop. Gulf News reported a 2013 case of ex-residents who had paid a Dubai relocation firm for door-to-door shipping and said third parties were holding their goods over its unpaid bills. One customer paid the agent directly and, by that account, the shipment still stayed put over storage owed elsewhere.

FIDI-FAIM accreditation helps, within limits. An independent auditor, currently EY, audits operations every three years, and an independent assessor reviews finances yearly. That assesses the company: FIDI's page describes no payout to you if an affiliate fails.

Ask for a payment schedule tied to documents: what is due at booking, what at collection, and what stays unpaid until you hold a copy of the bill of lading?

The Dubai end, before you fly

Dubai Customs policy has exporters or their representatives complete an export declaration, but official guidance on used household goods is thin. Make the mover state who files and in whose name.

If a destination asks for a certificate of origin for personal effects, Dubai Chambers issues one to individuals against a form and a passport or Emirates ID copy.

The timing risk is a request that lands after your residence visa is cancelled or you have left. No official source says a cancelled visa blocks a household export. Get the mover's answer in writing, including whether a signed letter of authority covers anything later.

Ask for the will-not-carry list now, because it decides what you sell or give away. The building permit and service-lift slot are a separate job.

Two replies on one page

Add every Excluded and Estimated line to each headline price, on the mover's stated basis. Then:

  • If one price is lower only because more lines are Excluded, it covers less. Ask that mover to re-quote the same lines.
  • If a mover will not name the insurer, the destination agent or the bill of lading issuer before taking a deposit, decline it.
  • If both answer in full, let the shipment decide: groupage for a small load and a flexible date, your own container for a fuller home or a fixed date, air for the few boxes you cannot wait for.
